On the 18th of October, 1888, the question of instituting a Widows and Orphans Pension Fund in this Colony was fully considered by Sir William Des Vaux with the result that an Ordinance, drafted on the lines of the Ceylon and Straits Settlements Ordinances, was introduced into the Legislative Council.
2. Members of the Civil Service were notified of the proposed legislation, and those of them who were desirous of joining the Widows and Orphans Pension Fund were invited to forward to Government their consent in writing, which was published in the Government Gazette.
Only five officers tendered their names, and in the presence of this fact the Executive Council advised...
